Lynn, the Daily Chronicle indicated that “inefficiencies” was the reason for Kapitan’s forced resignation.

If “inefficiency” is a disqualifier at DeKalb City Hall, it is time for mass resignations of staff.

Please send out notices as you see fit reminding staff of their systemic failures. We must remain consistent.

Yes, it does. Here’s the breakdown of the total gross bonded debt DeKalb along with the percentages of that debt DeKalb residents are responsible for, as of June 30, 2011:

City of DeKalb: $22,695,000, 100%

DeKalb County: $16,000,000, 28.34%

Dist 428 Schools: $103,216,360, 76.24%

Kish College: $18,965,000, 27.03%

DeKalb Park District: $3,460,000

That’s straight from DeKalb’s CAFR, but another terrific link is the county’s Bonds by District page. There, you can see that some of the city, county and school debt was issued so late in tax year 2010 that their full weight was not felt in 2011 but it will be this year.

Lynn, does the “overlapping” column include the Kishwaukee College referendum debt? $62 Million as I recall? Maybe not issued yet? I don’t recall. Of course that gets spread over a larger population and as I remember replaces an existing bond, but its still bonded debt, yes? Just wondering…
