		<description>Lynn, the Daily Chronicle indicated that &quot;inefficiencies&quot; was the reason for Kapitan&#039;s forced resignation. 

If &quot;inefficiency&quot; is a disqualifier at DeKalb City Hall, it is time for mass resignations of staff.

Please send out notices as you see fit reminding staff of their systemic failures. We must remain consistent.</description>

		<description>Yes, it does.  Here&#039;s the breakdown of the total gross bonded debt DeKalb along with the percentages of that debt DeKalb residents are responsible for, as of June 30, 2011:

City of DeKalb: $22,695,000, 100%

DeKalb County: $16,000,000, 28.34%

Dist 428 Schools: $103,216,360, 76.24%

Kish College:  $18,965,000, 27.03%

DeKalb Park District: $3,460,000
