In the Daily Chronicle today, I see this:

During Monday night’s DeKalb City Council meeting, McIntryre [sic] asked aldermen to not approve the library’s levy request.

He said the library board did not receive approval to accumulate funds for the purpose of building or purchasing a site for a new library, which he said was the intent of board members. McIntyre said that is a violation of the Illinois Local Library Act.

But DeKalb City Attorney Norma Guess said the city council does not have the authority to not approve the library’s levy.

Oh, yeah? Why does the levy request come before Council, then? And: Ms. Guess, this is not what you’ve said before. Read the rest of this entry

Journal Standard:

Census officials expect preliminary local results from the 2010 Census to surface in February or March of 2011. In Freeport, these results could push the population below a crucial threshold that determines whether the city qualifies as an automatic home-rule municipality.

Freeport Corporation Counsel Sarah Griffin confirmed Thursday that the impending census results could trigger questions about the status of home rule.

“If the numbers come in below 25,000 then the city clerk is required to certify a question on home rule for the next election ballot,” Griffin said.

The population of Freeport was counted at 26,443 during the 2000 census.

Update 1 p.m.: Freeport rejected the adoption of a city manager form of government for the second time November 2.

[Update Nov. 28: The rink, a project worth about $350,000 but completed at no cost to taxpayers thanks to many volunteers and a corporate sponsor, opens Dec. 3.]

Rockford Area Venues and Entertainment (RAVE) is putting together a skating rink for Davis Park with the help of union volunteers.

Volunteer laborers began to prime and paint 500 plywood boards inside the vacant former Ingersoll building along the Rock River on Friday. The 16,000 square feet of weather-resistant wood will form the base of a unique synthetic rink to be installed in Davis Park in coming weeks. Read the rest of this entry

Meeting Notes

First, the Hope Haven expansion vote. The good folks at HH have been raked over the coals for two months and it’s finally over. Many thanks to Mayor Povlsen and Aldermen Simpson, Teresinski and Verbic for their “aye” votes. Hat tip to Alderman Naylor for alluding to the double standard used for HH and the other residential project on the front burner — oh, and if you want to argue it’s apples and oranges, fine, but let’s DO have the argument.

Fourth Ward alderman Brendon Gallagher gets the “Let Them Eat Cake”/juxtaposition fail award for mentioning his country club hobnobbing during the annexation hearing and then vigorously rejecting a proposal that would help people down on their luck in his own ward. As for Alderman Kammes of the 7th, it’s a funny dang time for her to start responding to e-mail, but, whatev.

Much as I am clearly a cheerleader for Hope Haven, that matter overshadowed some serious financial news. Read the rest of this entry
