Looks like DeKalb is on track to eliminating the life and health insurance benefits for City Council members.

This is an important move, and not just for the savings. When Council prepares to vote on health insurance plans and premiums for management employees and union workers, its own participation creates conflicts of interest. We’ve also systematically been prevented from knowing which Council members have signed up for the benefits.

If Council is concerned that compensation is too low to draw good candidates, then raise the pay.

Brady & His Tax Returns

While the hoo-ha over State Sen. Bill Brady’s reluctance to disclose his tax returns is understandable — we are the transparency crowd here, after all — I also understand his reluctance under the circumstances. Additionally, the actual content of the returns don’t concern me much. We all are careful to pay only what we have to, right? If you have a problem with what he paid, or didn’t pay, your gripe is with the feds, really.

What we should be paying close attention to IMO is his legislative record, on its own merits and perhaps within the context of his businesses and donors as well. How about conflicts of interest?

The March 17 Liquor Charges

The following comes from the April 13 City of DeKalb Notice of Hearing and Charges against O’Leary’s Irish Pub & Grill and its agent, Melvin P. Witmer, Jr. I’ve fixed a tiny typo and emboldened key information.

The hearing shall relate to the following incidents:

1. That the licensee, UNIVERSAL RESTAURANT GROUP, INC. d/b/a O’LEARY’S IRISH PUB & GRILL (hereinafter referred to a “LICENSEE”) was issued Class E liquor license number 09-503 by the City of DeKalb on or about August 31, 2009.

2. Prior to, on or about March 17, 2010, the LICENSEE, its agents and/or employees advertised a special event in which free beer would be served from 6:00 to 7:00 p.m. in violation of Section 38.30(b)(8) of the DeKalb Municipal Code. Read the rest of this entry

The last post contained a prediction that hearings on liquor code violations from last January would be scheduled when NIU’s academic year ended. What do I win? They are scheduled for Thursday, May 13. From the Notice of Hearing and Charges issued by the City of DeKalb’s Legal Department to the City Clerk, April 13:

dancing liquorThe Illinois Liquor Control Commission (ILCC) publishes monthly reports online about which liquor licensees have been “stung” for underage drinking violations.

According to ILCC, last January three DeKalb establishments were caught serving alcohol to minors. Krystal’s, Otto’s, and Sullivan’s failed compliance checks made January 18. Read the rest of this entry

Not Everyone in Naperville is Fabulous

Contrary to what the City of DeKalb and Re:New DeKalb believe, not everything and not everybody in Naperville is fabulous:

This guy earned his fifteen minutes of infamy.

In preparing for the last City Council meeting, I came across this in the Liquor Commission meeting minutes from February (pdf p. 81). The minutes describe the discussion about whether a BYOB license is right for DeKalb.

CITIZEN INPUT: Rosa Balli, Rosita’s, stated that on the onset at what point do you say no. You can not come in to dinner with a few bucks and a six pack of beer.

Alderman Gallagher stated he has approximately 100 e-mails that feel this is a great idea.

Embrey indicated that this community consists of farmers and professors who do not frequent bistros like the ones in Chicago, and are the kind that may spend $3.99 on a bottle of wine. Do we have to have liquor in every place, as there are financial risks involved.

1) Rosa Balli is not just a “citizen.” She is a liquor licensee and should be identified as such.

2) The 100 e-mails claimed by Alderman Gallagher do not exist. I submitted a FOIA request for them and was told that ALL the e-mails were sent to his private e-mail address and ALL were subsequently deleted. Read the rest of this entry

liquor bottlesNorthern Star reports today that Mayor Povlsen sent out a letter to city liquor licensees about illegal advertising, though he did not name names in it.

Povlsen, who is also the liquor commissioner, did list several violations that he said “appeared to be in violation of the law.”

In the letter, Povlsen said some of the advertisements included “free kegs, reduced-price drinks during limited hours, ‘ride the rail’ promotions, beer pong tourneys, ‘hosted bar’ for patrons, reverse cover charges and unlimited drinks for a flat fee.”

“Advertising ‘Happy Hour’ is also against the law,” Povlsen said. “We don’t have to send in police to see if they are committing the violation we can site [sic] them for the ad.”

So why is he wasting his time writing letters? Haul them in already. Sheesh.

1st Quarter Foreclosure Numbers

IRVINE, Calif. – April 15, 2010 — RealtyTrac® (realtytrac.com), the leading online marketplace for foreclosure properties, today released its U.S. Foreclosure Market Report™ for Q1 2010, which shows that foreclosure filings — default notices, scheduled auctions and bank repossessions — were reported on 932,234 properties in the first quarter, a 7 percent increase from the previous quarter and a 16 percent increase from the first quarter of 2009. More Mega-Dump News

DeKalb County Online has published two must-read articles on the latest Dump news today.

1) The Stop the Mega-Dump group asked a geologist to comment on the landfill expansion application. Geo-Hydro, Inc. (GHI) evaluated the areas of seismic stability, groundwater, and the monitoring system as laid out in the Waste Management design plan. They have recommendations in each area and in fact are urging the County Board to reject the design until certain corrections have been made.

2) The Mega-Dump was a big topic at the Cortland Township annual meeting last night. One attendee said that three townships have come out against the dump. How’d we miss that?!
