Be still my heart. Steve Walt (D-6) wants to cut services to the bone cut personnel costs a bit:
To compensate for a smaller tax revenue stream, Walt recommends that cuts can be made in personnel matters: through hiring and pay freezes, eliminating bonuses, reviewing pension and compensation matters, shifting health care costs and reducing paid holidays.
You can send Mr. Walt an electronic smooch by going here. (I know, I know, I’m asking a lot today. But isn’t it grand to have so much good news?)
[UPDATE 9/11: Find Dekalb County's FY2009 budget information here. The Budget Workbook gives Board members (and now you) an overview so may be a good place for most to start. H/T: Pat Vary.]

Perhaps as soon as next month, College of DuPage will begin posting employees’ salaries:
Depending on whom you ask, that is either the epitome of open government or the end of privacy and safety.
“This does not make us transparent,” COD Trustee Kathy Wessel said, adding the proposal was “vindictive” and served no “practical purpose.”
On the other end of the spectrum at Monday night’s board of trustees meeting was the newest member, Kory Atkinson, who advocated posting all salaries.
“As a recipient of public funds, there is a certain amount of compromise for privacy,” Atkinson said.
The issue arose when Elmhurst resident Adam Andrzejewski asked the board to release all employees’ salaries on behalf of the organization he formed, ForTheGoodOfIllinois. Org. He said it’s his mission to push for greater transparency by public agencies.
Salaries, he said, are about 70 percent of COD’s budget, which is why taxpayers have a right to see them.
We’ve written about FortheGoodofIllinois.org and Mr. Andrzejewski before (here and here). He’s one who’s had great things to say about the City of DeKalb’s publishing its check register.
Again, here’s the link to the Daily Herald story in case you want to join me in leaving a comment there.

In fact, let’s have Palin for president.

My favorite part was when Chief Feithen told Council either to git ‘er done tonight on the police station financing decision else he’d arrange for some trailers to be placed out back to accommodate his department.
My most unfavorite parts were when two aldermen basically admitted that the Open Meetings Act is violated by Council all the time via the closed session, and when Ald. Simpson said that a good result in choosing an acceptable acting mayor justified how it was done.
Council worked hard and did OK for a group making the basic assumption that taxes had to be raised. Just think what they might have done if the basic assumption had been that cuts were necessary.
Speaking of assumptions, it would appear that some are trying to plan for the day when repeal of home rule is accomplished.
Update: Several articles are available on these long meetings. Northern Star weighs in. Chronicle has gory police station details, plus one on the new AFSCME contract and special bonus writeup on Tom Teresinski’s installation as 2nd Ward alderman. Somebody was up late last night.

The materials sub-committee starts at 3:30 p.m., full Facilities Planning Committee at 6:30 p.m. Plans for the high school are being wrapped up.
Then they will discuss Phase II, including floating ideas about consolidating some of the elementary schools.
High school core for 3000 and initial classroom space for 2500, and they still think Phase II will pass? What color is the sky in their world?

Once upon a time, yinn and the future Mr. yinn consolidated their LP collections. The only duplications occurred with artist Earth, Wind & Fire.
If you go to an EWF concert nowadays, you will find they play “September” too fast. And maybe as part of a medley. Mercy.
Enjoy.

The “Open Book Revolution” continues. Adam Andrzejewski of For The Good of Illinois Foundation reports that Illinois, with 25 school districts, is now 2nd only to Texas when it comes to the number of school districts posting check registers online. The 25 districts represent annual budgets totaling $1.903 billion, says Andrzejewski. Read the rest of this entry
